If passed drivers could get them at their local courthouses again

FRANKFORT, Ky. —A state representative has filed a bill that would try to make it easier for Kentuckians to get their driver license.
Rep. Savannah Maddox of Dry Ridge filed House Bill 518, which would expand the availability of driver license services by requiring the circuit clerk in each county to issue standard driver licenses and personal identification cards for residents of that county.
“Due to the limited number of regional driver licensing offices across the state, many Kentuckians must travel long distances and endure long wait times to access driver licensing services,” said Maddox. “HB 518 would simply allow circuit clerks to once again have the authority to issue standard driver licenses and personal identification cards, making the process easier and more convenient for all Kentuckians.”
With this bill, the Kentucky Transportation Cabinet would be required to purchase and install all equipment and hardware necessary for each circuit clerk to begin performing driver licensing services.
Additionally, the circuit clerk would retain 25% from the portion of the fees directed to the license fund for each document request processed.
“Not all Kentuckians need a REAL ID,” Maddox added. “All Kentuckians should have access to driver licensing services in their county of residence.”
If passed, the legislation would go into effect on July 1, 2026.
