A man faces charges including Sexual Battery following an incident in Downtown Madison.


According to a probable cause affidavit from the Madison Police Department, officers responded to the intersection of Vaughn Drive and Jefferson Street after a man called 911 after a woman approached him and said she had been assaulted.


According to police, the victim told officers she was at the Bicentennial Park restrooms when a man grabbed her arm, yanked on it, groped her, and then groped himself. Officers asked the woman if she could identify the man, and the victim pointed a nearby person who officers identified as William D. Dulin Jr. The officer who wrote the affidavit goes on to say they have responded to similar issues involving Dulin and that he has caused many women to feel unsafe.


Dulin was transported to the Jefferson County Jail and remanded into the custody of the jail staff.
