Madison Police arrest four on drug related charges

January 24th 2021, Madison Police arrest four on drug related charges - 

9:01 AM - Patrolman Chad Wehner executed a traffic stop in the 600 block of West Street for an expired license plate.  Present in the backseat of the vehicle was Natashia M. Jackson 29, North Vernon, Indiana.  Jackson was found to have active felony arrest warrants for battery against a public official L-6 felony (Jefferson County, Indiana) and neglect of a dependent L-6 felony (Marion County, Indiana). 

The driver of the vehicle was identified as Zachary D. Shaffer 29, Madison, Indiana, and the passenger as 43 year old Jeffrey A. Konkle Madison, Indiana. A subsequent search of the vehicle found all three to be in possession of methamphetamine.  Jackson and Konkle were also found to be in possession of hypodermic needles. 

Natashia Jackson, Jeffrey Konkle, and Zachary Shaffer were transported to the Jefferson County Jail.  In addition to the charges stated, Jackson faces an additional L-6 neglect of a dependent charge as her small child was in her care when arrested.  The Department of Children Services (DCS) and Jefferson County Jail Officers assisted the MPD.  Natashia Jackson, Jeffrey Konkle, and Zachary Shaffer have the presumption of innocence until otherwise proven guilty.  

11:51 AM - Patrolmen Cameron Blankenship, and Trent Smith executed a traffic stop in the 200 block of W. Main Street for speeding. Patrolman Smith's K-9 partner "Colt '' conducted an open air sniff of the vehicle and gave a positive indication for the presence of narcotics.  

The subsequent search of the vehicle led to the discovery of methamphetamine and paraphanailia associated with the use of drugs.  The passenger in the vehicle, Richard D. Barnes 40, Holton, Indiana, was found to be in possession of the drugs and paraphanailia.   Barnes faces L-5 felony possession of methamphetamine and a class "A" misdemeanor charge of possession of paraphernalia. Richard Barnes has the presumption of innocence until otherwise proven guilty.
