MADISON MAYOR ANNOUNCES LEADERSHIP RESTRUCTURING TO STRENGTHEN CITY OPERATIONS

To enhance financial controls, improve efficiency, and ensure the long-term sustainability

Madison, Indiana (February 18, 2025) Mayor Bob Courtney has announced a strategic restructuring of city departments and leadership to enhance financial controls, improve efficiency, and ensure the long-term sustainability of city operations. This initiative prioritizes strong financial stewardship and leadership accountability to better align city departments with the mayor’s strategic vision.

A key component of this restructuring is the creation of the City Controller position, which Mindy McGee will fill. Due to the significant demands of this role, McGee will transition from her position as Deputy Mayor to focus entirely on overseeing the city's financial operations. As City Controller, she will serve as the city's chief financial officer, overseeing budget development, financial planning, risk management, city insurance, and compliance for capital projects.

This restructuring also elevates leadership roles to strengthen oversight and accountability. Tony Steinhardt, III, will step into the Deputy Mayor role, representing the city at public events and serving as a key liaison while continuing to lead economic and redevelopment initiatives. In addition, the Planning, Preservation, and Design Department will now fall under his purview, allowing for better collaboration between economic development and city planning efforts. By integrating these departments under his leadership, the city aims to enhance coordination in revitalization projects and long-term strategic growth.

Hannah Mahoney will expand her responsibilities as Communications and Strategic Initiatives Director, where she will ensure alignment between city departments and play a critical role in shaping policy development, overseeing key initiatives, and driving strategic goals that enhance city operations. Jenna Armstrong will transition from Human Resources Generalist to Human Resources Manager, signifying a broader scope of responsibilities in human resources management and organizational development. She will oversee employee development, compliance, workplace policies, and recruitment efforts, ensuring that HR functions effectively support employees and the city's broader operational goals.

A significant change within the Parks and Recreation Department reflects the city's commitment to financial responsibility and operational improvement. Rather than appointing a single director, the department will now be led by a team of specialists, including Tanya Burnette as Director of Operations, Whitney Burdzilauskas as Athletic Director, Brett Ricketts as Community Development Director, Christian Hanson as Superintendent of Grounds, and Roger Gallatin overseeing golf operations. This collaborative leadership structure ensures that resources are allocated effectively, projects are completed within budget, and the department continues to provide high-quality recreational programs, events, and park services to the community. By optimizing operations and strengthening financial oversight, this approach enhances the city's ability to meet residents' needs while aligning with broader fiscal and strategic goals.

"This restructuring is about positioning Madison for long-term success," said Mayor Bob Courtney. "By strengthening financial oversight, improving collaboration between departments, and placing key people in strategic roles, we are creating a more efficient and accountable government that will better serve our residents now and in the future."
