Communicating Changes to Medicaid

INDIANAPOLIS (February 15, 2023)—The Indiana Primary Health Care Association (IPHCA) is proud to announce the creation of the All Hands on Deck Toolkit for healthcare Indiana Navigators and Community Based Organizations. Whatever the color of our skin or the contents of our wallet, all Hoosiers should be able to prevent, treat, or recover from illness or injury without fearing bankruptcy.

For more than two million Hoosiers, Medicaid provides the essential healthcare coverage we all need. But changes are coming to Medicaid, which could result in hundreds of thousands of us losing health insurance coverage in 2023.

This toolkit is a collaborative effort of many organizations that serve Hoosiers with Medicaid. We hope you will join us in our collective effort to ensure Hoosiers either keep their Medicaid or find other health insurance coverage when Medicaid changes on April 1, 2023. With one in three Hoosiers covered by Medicaid, we need an “all hands on deck” approach to avoid a dramatic decrease in the number of Hoosiers with health insurance.
 
Effective April 1, 2023, Indiana Medicaid will return to the normal process. During the Public Health Emergency, Medicaid members experience continued enrollment without fear of losing their coverage. On December 29, 2022, CMS announced they would separate continuous enrollment from Public Health Enrollment.

What this means for Medicaid beneficiaries is that starting April 1, 2023, beneficiaries will now be subject to the “normal rules of Medicaid,” which is to go through a redetermination process. This revert to normal process could mean that some Hoosiers might lose their Medicaid. This tool kit is designed to guide Indiana Navigators and Community Based Organizations on how to educate Hoosiers and how to assist them through this process.
